Noisy fans generally are poorly engineered and manufactured by using "short cuts." The greater the blade pitch (the angle the blade is set relative to the fan), the greater the air movement. Good quality fans will he set at a 12° to 14° angle. Lesser quality models will feature angles of 10° or under. CRAFTMADE fans blade pitches range from 12° - 25°.
